Case Study: Fish Migration Facilities Project Lessons Learned

Waterboard Noorderzijlvest has been searching for a way to realign their focus for a Fish Migration Facilities project in order to better meet program requirements. To achieve this goal, the Best Value method was identified as the optimal delivery system. The Best Value approach was successfully implemented in the contracting and execution phases of the Fish Migration Facilities project. An expert was found with a quality solution that delivered the project a year earlier than required. The advantage of the Best Value approach is that it identifies the safety of the fish as the most important aspect of the project instead of the technicians. The conclusion of this review details how the results of the Fish Migration Facilities project provide several valuable lessons in regards to the Best Value philosophy and methodology.
